Topics to be dealt with in this congress area in the different lectures, round tables and technical-operational talks, either independently or transversally.

Public Security Policies.

Authorities present at the opening ceremony will discuss the current situation of security policies and collaboration at European, state, regional and local level.

 

Operational coordination in major emergencies and acts of terrorism.

A clear distinction of functions and coordination between the multiple security, emergency and health services in an event with multiple victims will be analyzed in order to avoid dysfunctions.

 

Security and self-protection plans. Protection of critical infrastructures.

The specific problems of large critical infrastructures and various aspects of the organization and peculiarities of security plans for mass events, as well as the information and coordination thereof, will be addressed.

 

Current and future challenges for Mobility and Road Safety managers.

Mobility in urban and peri-urban environments and roads in general will be discussed, and how they require strategies linked to road safety policies.

 

Dilemmas of Justice in the face of the COVID-19 pandemic. Practical problems in the application of the regulations.

Analysis of the role of Justice in the pandemic and assessment of the situations created.

 

Information to the population in major disasters and terrorist attacks with multiple victims.

A planned and adequate system for transmitting information to the population as a whole will be discussed, in order to avoid aggravating the situation of tension and anxiety of the general public, as well as the need for their collaboration so as not to hinder the actions of the emergency, health and police services.

Security

Topics to be dealt with in this congress area in the different lectures, round tables and technical-operational talks, either independently or transversally.

Cybersecurity and new technologies.

Its impact on the functioning of today's society makes it necessary to always have its perspective, especially for the operation of large infrastructures.

 

Terrorism under religious pretext. Violent actions associated with radical Islamism.

Some plans for security and protection against terrorism will be analyzed, but especially the "Action Program of the Basque Government to promote coexistence with the Basque Islamic Community" and the Strategic Plan against radical Islamism.

 

Public-private cooperation in security.

Security will be addressed from a general perspective covering aspects such as cybersecurity, situational prevention and public/private collaboration at all levels. Singularly, with regard to the collaboration between private security companies and members of the FCS.

 

Emerging solutions to security problems.

Leadership and management in Public and Private Security managers, nowadays more necessary than ever, will be discussed, together with modern investigation and management techniques.

 

Violence against women. Vicarious violence, trafficking ...

The scourge of gender violence and violence against women in general will have a special treatment in this Congress.

The recurrence of extreme events and their predictability will be discussed exclusively from the meteorological point of view.

 

Forest fires in Spain and floods in Central Europe.

The actual impact of the weather situation and how these specific extreme situations have been addressed in 2021 will be discussed.

 

Notification systems and information management in major events.

The state of the art in warnings to the population in the event of major meteorological or non-meteorological events will be analyzed.

 

Pandemics, are they just a health problem? Lessons learned in the management of the COVID-19 pandemic.

The global objectives to be worked on will be discussed: health, economic, social, maintenance of basic infrastructures..., establishing what has been learned.

 

Role of Security and Emergency Services in pandemic situations.

The roles of the different Security and Emergency services in the management of the pandemic will be studied.

Mobility

Topics to be dealt with in this congress area in the different lectures, round tables and technical-operational talks, either independently or transversally.

Road infrastructure safety management.

The condition of the roads, their design, layout and speed limits will be analyzed to ensure that road accidents do not result in fatalities or serious injuries.

 

Road safety governance.

The joint actions needed to improve it and to counteract the stagnation of road safety data in the EU will be discussed.

 

Prevention of serious accidents. Proposed revision of the General Safety and Pedestrian Safety Regulations.

Study of violations by road users: speed, use of seat belts or helmets, consumption of alcohol or other drugs, distractions at the wheel or on foot, and the possible implementation of intelligent assistance systems to remedy them.

 

Emergency response coordination.

The various coordinated actions required for effective post-accident care to reduce the consequences of injuries sustained and automated emergency call systems in the event of an accident will be discussed.

 

Connectivity and automation. Future adaptation of road safety.

They will address their analysis and discuss potential added risks, such as cybersecurity and the complex operation of automated vehicles.

 

Safe school roads.

They will talk about creating safe itineraries, working towards changing travel habits and the recovery of the street by the child.
